This Holistic Framework for Human-Rights Based Family Planning, which WWA developed in collaboration with UNFPA, is an aid to understanding the key elements that should ideally be in a family planning program at the various levels in the healthcare system – policy, service delivery, community, individual – to ensure that individuals’ human rights are respected, protected and fulfilled.

This Support Tool, which WWA also developed collaboratively with UNFPA, is designed to provide practical guidance for assessing family planning programs through a human rights lens. Such an assessment serves as a foundation for designing or improving client-centered family planning programs that apply human rights standards and principles at all levels of the healthcare system.

The Voluntary Rights-Based Family Planning Service Delivery Measurement Tool consists of four data collection instruments intended to assess adherence to internationally agreed rights within family planning service delivery environments across countries. The finalized Tool presented herein consists of four questionnaires: the Facility Audit, Client Exit Interview, Simulated Client, and Provider Interview data collection instruments. It is accompanied by detailed guidance for users, including a description of each instrument, key considerations for use, and recommendations for data collector training.
